    SC-V is a self-closing valve, I think....if I'm wrong I'm sure somebody here will know....

It might be a surge control valve. What kind of water supply is it?

Normally with drinking water there are S.V (sloosh valve) (I think that's how it's spelled:o) sign where an isolation point is.
