Your question is like "how much is a new car?" or "how long is a piece of rope?"
Without being smart, the only way you can find out how much your project will cost is to work out what exactly you want, and what you need to get you there.
Different sites will have different ground conditions, requiring different build up below the pitches and different drainage solutions.
Will there be car parking provided or will existing facilities suffice.
What specification of fencing is proposed?
What lighting is specified? The difference in costs in different luminaires is huge, and each will have varying power consumption levels. eg, Metal Halides will have a low power useage, but may cost more to purchase, and are not suitable for some sites due to rental levels of the pitches etc.
What carpet is proposed for the pitches? What life span are you looking for, and are guarantees important? All rubber, or sand, or sand rubber mix?
How is power currently delivered to site? Will a substation be needed due to lights etc.
An internet forum cannot give you the answer you are looking for.
If you are a member of a board of a club setting out on this road, you need to hire experienced professionals to design and cost your project.
Designing and costing it by the board of the club purely on a lowest cost basis for each item will not work. You may PM me if want any more advice, as I have worked on these type of projects.

I think he was just looking for a rough per meter square cost.

The question was asked over a year ago. No need to dig up (no pun intended) an old thread.

    Locked.
