You do a theory test and send it off with your class b license to get a provisional c/ full b licence back. Then you go get your lessons, do the test and get the full licence.

Licence looks weird when you type it too much, I've noticed.

Driving licence application form in council office or garda station.
You have to do a theory test first though which you can apply for online and sit the multiple choice exam at a local mobile test centre.

The tax office, not sure how much they cost now about 15 euros at a guess.
You will need a full medical cert as well.

Not a great idea sending off the car licence. The local council office will take the application off you over the desk, copy your car licence and hand it back. Handy for any garda check points

Doesn't that mean you have two separate licences? I thought it was all put onto the one, otherwise you could just sell off the old one or something along those lines?
