Passed test - now what?

Hi boys, I'm asking this on behalf of my brother-in-law. He passed his driving test today. Woohoo. What happens now? Does he just go down to the Motor Tax Office with the test cert, fill out a form, then wait for the full licence to be posted out? Any fee to pay?

Hi boys,

I'm asking this on behalf of my brother-in-law.
