Amazon.co.uk have by far the biggest range. The cheapest Nokia is probably the 1616, but its sh**e.

Cheap Nokias seem to have dodgy build quality these days. My mother prefers her 1616 to her previous Samsung Cobble though. Voice quality on her Cobble was terrible, but the interface on the Nokia is much more familiar to her. It takes getting used to that the piece of rubber in the centre is just rubber, and isn't a button or part of the interface. It also doesn't have data capabilities of any kind. She refused to use an older S60v3 handset just in case she accidentally started racking up data charges.

It depends what you want really. If you really want just calls and texts and no extras whatsoever then it's okay enough.

The people I know who aren't into smartphones, almost all of them have a Nokia phone of some sort.
