Press and hold the power button in for over 10 seconds until it powers off. Then try boot as normal

Is it a pc or laptop? If a pc pull the power from wall/laptop remove battery & unplug from wall for approx 10 seconds. If it doesn't turn on again sounds to me like something more serious than being unable to wake, what machine is it? Some older Dell Dimensions and Optiplexes have bad capacitors which pop and stop the machine from starting, known issue. Could be power supply either

if its a pc, check the connections at the back of the pc. make sure pc is powered on, try to turn on screen.

I'm assuming that it's a desktop, from the description, and that it has stopped working completely.

If you press caps lock, does the caps lock light on the keyboard change?
(i.e. the PC is still running, but just the monitor is in sleep mode?)

Akin to yoyo's suggestion, some Dell Monitors from '08 era also have bad capacitors. Unplugging the monitor only for 10 seconds, and powering it on again usually refreshes the problem for a time.

Can you borrow a monitor from elsewhere? The monitor cable might have been damaged, causing the same effect.
Power off the computer, unplug it, check that the video card and port to which the monitor is connected isn't loose or twisted / under strain.
