My friend lives in America for the last 10 years and has a house here in Ireland not completed yet. Will he need to pay the property tax on it?

It looks like there needs to be a sticky on this.

It seems the charge only applies to habitable palces from the 1st of Jan

Does the name of this new tax not need to be challenged ? Is it not a 'house charge' rather than a 'household charge' ?
I have a second house which is vacant and I cannot rent and is heavily mortgaged.
How can they charge me a 'household charge' when there is no household ????
I'm unemployed too so I would like to tell Phil Hogan that just like him when he refused to take a pay-cut - my personal circumstances don't allow me to pay it at the moment.
He should be reminded every day of his 'personal circumstances' comment.
