Google says: SORN Statutory Off Road Notification (UK government Driver and Vehicle Licencing Centre, DVLC)

    Yes it can.
The SORN system is there to allow people to declare that a particular car is off the road and therefore does not require road tax.
If a person does not tax their car (and does not declare it as SORN'ed) then they are automatically issued with a Fine for not taxing the car.
