Question about restricted courses...

I am aware that applications restricted courses must be sent in by the first of February. Now I hope this doesn't seem like a silly question, but can you remove restricted courses from your application on the change of mind dates after Feb. 1st? And can you change the position of a restricted course from your 1st choice…
