Is it with-in a county or is it inter-county?

    What county?

Generally there's a defined transfer window of about a week. Take Dublin for example the transfer window is the 7 days following the county convention in December. Laois may be similar but you will probably need to ask locally but don't waste time as it may be soon if it's not already closed.

Notify you're club secretary, it's their job to sort transfers.

You need to speak to the secretary of the club that you intend to seek a transfer to but it would also be a good idea to inform a committee member in your current club as a courtesy and to see would there be any opposition to granting you the transfer.

You mean "Notify YOUR club secretary, it's their job to sort transfers" don't you? (Not nice when it is done to you is it? So maybe keep that in mind in the future)

On topic I agree with Frank, speak to the secretary and also a committee member out of courtesy. If you have good reason and it is within the transfer window you should be fine, good luck with it.

In Laois, you must submit your transfer form before the end of January according to the Laois CLG byelaws

4 d viii) Requests for transfer shall not be considered unless submitted to the County Secretary before January 31st in any year.

If you are living in the club catchment area of the club that you are currently playing for, and want to transfer it will be turned down. If you have moved permanently from one residence into the catchment area of the club you want to transfer, it should be allowed provided you give proof of address

4d v) Normally, Transfers within the county shall be granted only in the event of a player moving to a new place of Permanent Residence which is within the Catchment Area of the club to which he wishes to transfer. In such cases the onus of proof of new permanent residence shall be on the applicant for transfer.

Laois byelaws are here, scroll down and check appendix one, gives a clearer pictures on transfers under "Guidelines or Criteria for Transfers' Committee" http://laoisgaa.ie/contentPage/47357/2011_laois_g_a_a_bye-laws
