was hitler really responsible for the holocaust?

i cant seem to find any evidence that suggests that hitler himself took part in the extermination of the jews. im not denying the holocaust happened but what im arguing is whether he deserves the blame for killing all the jews? i have to say that a lot of the blame should be pinned on those who actually did the killings and not just hitler. i think a lot of people fail to see that human beings are naturally inclined to follow the social hierarchy at all costs and the holocaust is a good example of this.
for instance, if fine gael passes laws that suggest we should carry out the extermination of black people, how many people would actually do it? i'd say there would be a few sick psychopaths out there who would use this as an excuse to murder. but taking into account the number of deaths during world war two, there must of been a number of right minded indivduals who actually carried out the murders and this can be excused for ''just following orders''.
do you think hitler is just a scape goat for all the sheep that carried out the killings and humans are just in denial of their brutal nature?
afterall, wasn't it hitler who said “How fortunate for leaders that men do not think?”
