You need proof of address before you can open an account in Ireland.

Ulster Bank are the best option for a current account. Full details here: http://www.askaboutmoney.com/showthread.php?t=21774

Agree on Ulster Bank - free banking , good online service , longer branche opening times , no ATM fees in back UK if you use NAT WESt banks.
If you know the town you are going to live in - it might be worth ringing the local Ulster Bank - they might let you open an account with your current UK address.

You'll need address verification for Ireland.

Quickest way to get it is lease agreement, it's not the best for proof address but is usually accepted.

Another option is confirmation of opening an account with a utility. Time receiving this can vary.

If you are not renting or paying the bills you can get a letter from a government office with your address. Dep of social welfare is usually the easiest.

You can generally open an account using a bank statement from your home country as an initial proof of address. The bank will then be careful to effectively monitor mail sent by it to your Irish address when you have one. This will be a very common experience for each of the banks' branches given level of inward migration over preceding 10 years across most towns in the country.

Change the address on your UK account statement to your new Irish address.

    Order a statement.

    Sorted.

I'm from the uk and chose ulster bank because they are the same bank as natwest and royal bank of Scotland. Bank of Ireland charge 28c for every transaction made or 11euro a quarter, also high fees to transfer money back to the uk.

You need to submit your proof within 90 days of opening the account and you also need a PPS number obtained from social welfare. I had to go in person for that. Good luck!!
