    How do you make it block outgoing connections?

    Disable all network cards.

    Outgoing connections are used by windows update and web browsers and by adobe acrobat updates ...

    Sorry about that.

    I want to block programs from accessing the web (VLC Media Player as an example) I can do this easily with Comodo Firewall, but how do I do it with Windows Firewall??

    Start > Windows Firewall with Advanced Security

    In the Action tab, select New Rule

    Follow the Wizard.
