I think you can get buses to there from Belfast and Enniskillen, I'm not sure about Monaghan. You could try the journey planners on the Bus Eireann and Translink websites.

the only service to go to Lisnaskea is the 95 which runs from Enniskillen to Clones
    http://www.translink.co.uk/Journey-Planner/Ulsterbus-Service-95-Inbound/
(the 195 express bus to monaghan/armagh was axed last year or the year before if I remember right - although it was only ever a summer service I think)

Its also only 4 or so km from Maguiresbridge stop on the hourly Enniskillen-Belfast express service so you can get that far and a cheap taxi for the last few miles.

If coming from Belfast then theres some connections from Maguiresbridge on the Enniskillen-Belfast route to Lisnaskea if you look at the translink journey planner. You should be able to get a through ticket from Belfast to Lisnaskea (i.e. one ticket for the journey)
    http://www.translink.co.uk/Journey-Planner/

If coming from Dublin, the bus 30 for Donegal goes from the city centre via the airport to Enniskillen where you can get the bus to Lisnaskea.

Connections though are not great and most require a long wait. Still, you could use the time to grab a beer or lunch in Enniskillen so it mightnt be the worst. On the negative side, if you do this connection you'll definitely need 2 tickets so it'll not be cheap

Alternatively with more changes but less time travelling and more options, you can get the Bus from Dublin in the Direction of Londonderry or Letterkenny as far as Dungannon where you can change to the hourly bus towards Enniskillen and either get the bus or a taxi from Maguiresbridge the few km to Lisnaskea.
If you get the Londonderry bus then it should be Ulsterbus the whole way so you might be able to get one ticket to cover the full journey.

by the way, lisnaskea is a small town with one main street - and not a city in case you are expecting a metropolis at the end of your long journey!

(to the irish amongst us - Derrys name according to Translink is always stated as "Londonderry" on their busses trains and timetables, so to avoid confusion im using this variant of the city's name here for clarity rather than any political reason!!)

    Lisnaskea population: 2739 - not quite a city. :)

    http://maps.google.ie/maps?saddr=Monaghan&daddr=Lisnaskea,+United+Kingdom&hl=en&sll=54.192976,-7.167892&sspn=0.196043,0.617294&geocode=FVLEOwMduKiV_yldCK9fQp9gSDGQcjGXqccACg%3BFTTYOwMdomuO_ykpPNPLUBVeSDGvPFGKzUP09Q&vpsrc=0&mra=mrv&t=m&z=11

As it is a cross border trip and is in excess of 30km, you might have to agree a fare before departure.

On the meter (depending on route):
    Hire including first km €4.10 = €4.10
    Next 14km @ €1.03 per km = €14.42
    Next 19.4km @ €1.35 per km = €26.19
Total €44.71 + extra passengers, unsociable hours, call out charge, etc.

www.buseireann.ie says you can get a bus Monaghan-Cavan and Cavan-Enniskillen. However, that bus appears not to stop in Lisnaskea. I suggest you phone the bus station in Cavan +353 (0)49 4331353 or +353 (0)49 4332533

    Alternatively http://translink.co.uk/Journey-Planner/ throws up:

Monaghan (Bus Station) to Ballygawley (Park + Ride) to Maguiresbridge (Bus Stop) to Lisnaskea, (Diamond) via routes 33, 261 and 95 (or route 274, 261 and 95).

Monaghan (Bus Station) to Clones (Jubilee Road Turning Circle) to Lisnaskea (Diamond) via routes 271 and 95.

You would need to have your passport and any visa required.

From Dublin you could travel to Clones with Bus Éireann (change in Monaghan Bus Station):http://www.buseireann.ie/pdf/1319723891-177.pdf
    and
    http://www.buseireann.ie/pdf/1313763418-162.pdf
A through ticket from Dublin to Clones is available for 20.90 return (online price).

(Note: fares will increase next Wednesday so that could increase to about €22). You can also buy your ticket at Busáras in Dublin on the day of travel. Or at the CIÉ desk on the ground floor of Dublin Airport Terminal 1 / ticket machines at bus stop too.

When you arrive in Clones catch Ulsterbus Route 95 as mentioned in the helpful posts above.

    or McConnons direct Dublin-Clones.http://www.mcconnonsbuses.com/content/timetable_sept2011.pdf

    Their service is infrequent however.

    Aside:

Ulsterbus Goldline Route 295 was discontinued at the end of last June. It was year-round between Enniskillen and Monaghan with a seasonal extension to Newry via Armagh.

No Bus Éireann route serves Lisnaskea unfortunately. It's not totally unknown though for full/duplicate coaches (e.g. at weekends) on route 30 to route via Lisnaskea between Cavan and Enniskillen but they do not pick-up/set-down.

    Hope this helps.
