    Not this year.

The person liable for the charge is person who owns the property on 1st January of the year. The property is only liable for the charge if it was occupied or suitable for occupation on that date.

If your home was not completed on 1st January, you are not liable for the charge this year.

.....The thing is...its a self build.
I spent some nights in it over the last few months while working on it as had no alarm and didn't want fittings removed by thieves.
How can the other "thieves" ie people in power who are trying to collect this payment tell when I have exactly moved in ??
