Cheapish netbook to buy now

It's my 10 year old nephew's birthday on Thurday and I've been asked to pick him up a netbook for his gift. Obviously he won't need a high spec or anything, just a basic machine that can surf the internet and have the basic works package or something. The budget is around €250 but I can't order online as I need it pick it…

Thanks. Are these good to go straight out of the box? In other words what does windows7 starter have? Will I need to buy some other software as well to get him started?
