What should the bladder air pressure be in the pressure tank of submersible domestic water pump. The tank is about 30-40 liters in size.

It should be 2psi below cut in pressure regardless of tank size. See what pressure the gauge drops to before rising with a tap open. The pressure should be 2 psi below this. Pressure should be measured when tank is empty of water, ie. turn off pump, open tap and wait for gauge to drop to zero. The pressure in the vessel is then accurate.

pump101 i was in a milking parlour today and the gauge for the water pressure beside the blue expansion vessel was reading 0 bar.when a tap was turned on it even dropped below zero ,could it be that the air pressure in the vessel is wrong?any ideas?

    Question mark.

There is no direct answer to your question with the little information provided, contact a competent person and pay for the service.

What is the pump's capacity, in what range does the pressure switch operate, how much pressure is lost in the distribution (flow resistance) and how much pressure is demanded at the outlet? And how much pressure can the system take?

An answer like the one above from poster "Pump 101" is to be ignored. The system's parameters have be known before a correct answer can be given.

Switch electrical supply off to pump. Drain water from the tank and stick 20lb of air in. Turn off drain and plug back in and see how she goes.
