CN22 (Customs Label) to UK

I was sending an express package to the UK today and the post office staff told me I needed to fill in a customs label for sending. Said it was new regulations even for intra-Union mail. Obviously, being intra-Union no duty can be imposed, but he said it was a security rule. Also, said it had to be added even to packages…

Also, said it had to be added even to packages sent via regular mail. Anyone have any links to this new rule? As filling out these for all the packages I send to the UK will add a lot of time to my day.
