Can they just put black paint over it and not seek Kofi Annan and the UN for a €498,000 report in to the feasability study that wasn't done prior to the planning and designation of a parking space to accommodate a disabled driver of a mechanically propelled vehicle.

What will happen that the plan to erase that parking spot will be put in a drawer for five years, someone will find it, but by then it's out of date, so another study (costing three times as much) will have to be conducted to come to the exact same conclusion.
Which will then be put back in the same drawer and forgotten about.
Sorry, but when it comes to the Irish state taking any kind of action, I have absolutely zero faith in them whatsoever.
    And it's not just politicians.
It's the state within the state, civil servants, unelected bureaucrats who come up with a shambles like that in the first place.
In other words, people I wouldn't trust to open a can of dog food with a pull ring that is already open.
So, I'm neither shocked, nor surprised.
If it was gone in the morning, i would be.
