Yes it'll work fine as long as it's unlocked. If it isn't it's easy to get it unlocked.

Is this the cheapest way to get this phone? (besides going on bill pay)

Possibly. Remember though you could be liable for VAT (23%)when the phone lands in the country. What about on ebay/adverts second hand or nearly new?

Even with the 23%, this option would be cheaper.?.How will I pay the VAT?

If it's caught customs will hold it until you pay. They'll contact you if they catch it. A lot of the time things get through

Have you considered a BB Curve 9360? A bit of website checking says that they're €280 prepay on Vodafone and O2, and €300 on Meteor iirc. That Bold 9700 is older, has a slightly lower spec and will probably be stuck on BB OS 6. Similarly, a Curve 9300 is €200 on Meteor and O2, and €230 on Vodafone.

You'd spend a bit more than you're intending to but you'd get it quicker, have support within the country, and not have to deal with eBay, PayPal and customs if something goes wrong. The difference between the prices may be a positive if it means not dealing with whatever could go wrong buying on eBay from the US.

9360 is a decent device and in comparison is slightly better then the 9700 in some cases. Compare them here:
