Flue cover problem

The cover for the flue to my oil burner is broken off. When it's windy the wind blows up the pipe and stops the boiler working properly. I went to Heat Merchants but they said all they have is a standard cover. It was just a basic guard, no use at all really. Seeing as a plumber suppliers couldn't help I'm seeking any thoughts here. Can I just make up a cover with a few baffles to stop direct wind getting in but leaving enough venting for the exhaust? Would a mushroom cap be all I need?
