    I'm wondering are all ministerial orders published as statutory instruments. If its not published how would one go about finding out about one? Would I need to do a FOI request?

    The whole legal backing to the banning of liquids and gels in certain parts of airports and on airplanes is secret, so who knows what other secret laws there are.

    Well, the regulation setting out the requirements in relation to certain security measures are secret as set out here, http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2006:286:0006:0007:EN:PDF

    So the information you require, is not currently available, if you wish to challange that, it really is not the Irish state but the EU you should take it up with.

    The regulation does say, that pasangers should be clearly informed Of the rules relating to prohibited items, which to me seems a contradiction in terms.

    So while the exect working of the regulation is secret, the regulation itself is not. For a law to have force it must be know. So for example to try and carry a litre of scotch on to a plane is not a criminal act, you will not be allowed on the plane with it.
