ipad wifi through HTC Android phone??

I'm thinking of getting an ipad 2 for my partner. She already has an HTC Desire phone. When looking at the ipad it appears that a mobile/wifi contract is bound up with the purchase.

First question. Is it possible to buy an ipad without a mobile contract.

Secondly. Can you run your ipad through your HTC/Android when it's set as a WiFi hotspot.

It's possible without a contract. Just get a wifi only iPad.
You can use the personal hotspot to connect your iPad to the htc.
