how do I change vat rate on Torex system?

I am trying to change the vat rate from 21% to 23% on this Torex system. (Torex was a company that were in Ireland but are now gone as far as I am aware) When I try to set up a new vat rate,it will not allow me, and if I try to change the 21% to 23% it also seems to change the 0% and 13.5% to 23%. Anyone any ideas? Thanks…
