Web design has long since moved past something a non-programmer can realistically do. Unless you're already competent in a programming language of some description you will not learn enough to do more than a simple static site in 20 or 25 hours.

I wouldn't consider either of them worthwhile on a CV for a job in that sector, although just having them on a CV for a job in another sector may be worthwhile.

Web Development. if you can learn HTML,CSS, Java Script you will have most of what you Need. if you can work with Photoshop well then you are almost their.

I feel that web design has gone from the days you just need a Text pad and you hard coded your site to more of a DreamWeaver where you just need a good eye for a website.

if you look at any Web Design Company all their websites are more or less the same. when doing Ajax and java script in College when you look around for ideas for your project and start looking at the different Websites companys makes for their clients you be jaw smacked at what you see.. everything from the code to the page lay out is the same.

look at http://www.w3schools.com/ for self learning.
