Might be worth sucking on the vac pipe to the turbo actuator and seeing if the actuator is leaking

See here- there is an instruction that is attached in one of the posts.

These use a VNT turbo so don't have a wastegate. Do you possibly mean the variable vane mechanism sticking rather than wastegate?

You have three options at the moment as I see it:

    1. Continue to throw parts at it until you get lucky.
    2. Educate yourself on how the system works and how to test the various components in the system. Then invest in the necessary tools and equipment.
    3. Pay someone competent for an hour of their time and they should be able to tell you what is wrong after that.

I think the third option is the cheapest, fastest and least hassle.

Yes sometimes they do. I would say about 1 in 4 that I see with boost issues turns out to be a VNT problem. The rest are vacuum lines, solenoid valves, MAP sensor, wiring problems etc etc.

The vanes can get stuck in these. When you rev it does the actuator move or can you see it? Also see is there a vacuum at the pipe going onto the actuator on the turbo when you rev it. If there is remove the turbo and dismantle it. See can you clean out the vanes of soot and PM.
