dog licence fee increase

From an article about dog breeding legislation...

The Minister also announced the introduction of a new Lifetime of Dog Licence from 1 January 2012. This once off purchase will cover the entire lifetime of a dog. The cost of the Lifetime of Dog Licence is €140 and these special licences can be purchased from Local Authorities, rather than at Post Offices.
The cost of the annual Dog Licence will increase from the current €12.70 to €20. This it the first increase in the annual Dog Licence since 1998. Minister Hogan said that the increase was in line with the increase in the Consumer Price index and was appropriate given the costs of maintaining the dog control services, but added that the fee of €20 was a very modest annual charge.
The cost of a General Dog Licence for owners of multiple dogs will be €400. As with the Lifetime Dog Licences, the General Dog Licence can be purchased from the Local Authorities rather than at Post Offices.
The Act will come into force on 1 January 2012.

Some scam - this is sneaking into legislation on the back of new regulations for breeders (which i've no objection to btw as I'm sure there is some awful dog farms about)

I'm raging at this!! - a cynical money grabbing exercise that has nothing to do with the welfare of dogs. If this money was being used to deal with the stray dog problem once and for all ie. a nationwide neutering and chipping programme(which has been hugely succesfull in other countries), I would have no problem with an increase. But we all know that this money will simply be used to continue the mindless state slaughter of abandoned and abused pets, working dogs etc. around the country:mad:

they should introduce proper measures like once a dog is registered (and microchipped) they are given a collar tag - with chip details.

if the dog is found - chip will locate the owner, if a dog is found without a chip, it is impounded... all dogs should be chipped and owners responsible for said dog!

failure to chip a dog within first 12months of its life should be punished by heavy fines (and before someone asks how can you determine the age of the dog ... you will tell if its still a puppy or not fairly fast)

at the moment there is little enforcement .... the monies raised should go into animal welfare departments ONLY ....funding wardens/shelters/homes ...not sent into the government slush fund.
