Can someone who is not a charity have collection boxes in shops? And if so what are the requirements for such boxes? Surely, a money box like you buy in Pound Shop with a piece of paper stuck on can't be legal? Can someone point me in the right direction please?

Could you give an example? You mean something like a tip jar, or a box asking for donations for x? (not a charity)

Or do you mean someone having a collection box that claims proceeds are for charity when in fact they are not?

If its something like the former then yes I believe shopkeepers are entitled to have collection boxes for whatever they want, people don't have to donate after all. However if people are being misled about what the money is for then there may be a legal issue.
