I'm looking to purchase a pocket tv that will work on saorview, i'm not even sure is the signal strong enough to pick up with a portable tv. I'm wondering will this http://www.pixmania.ie/ie/uk/5871525...-lcd-scre.html work.

No, Saorview is designed for fixed Roof top aerials. Less than 20% of locations would be suitable for integral whip aerial.

The MPEG4 in the advert isn't reception, it's media file playback. It's not even the same kind of MPEG4. That TV will not work.

For the majority of UK the reception would be too poor also as their network isn't designed for portable/mobile coverage either.

7" is hardly "pocket sized" anyway unless you have very large pockets.

If if you found a 5" or so TV that works, it won't work most places without a large external aerial.
