Ball bearings front and rear wheel

On my reynolds frame roadbike, both wheels are fine and true, but both are not as tight as I'd like in that they oscillate or vibrate a small bit, especially the front

It doesnt effect the bike, I've been on several 80km spins on it

I took apart the front wheel and checked the bearings, they were fine...I gave it a good clean, and re greased the bearings, and put it together again...... didn't make any difference, its still vibrating a small bit

Its a cup and cone system. I spent quite a bit of time tightening the cone to the correct level, any tighter and its grinding, its just right.

Would it be worth changing the axle, it appears fine to the eye, but would it be normal to have to change an axle ?

I was just wondering, is it always possible to fix a vibrating wheel ?

sounds like the wheel needs balanced, the weight of a presta valve can cause this vibration
