New rules regarging contract workers and equal pay

Anyone know anything about this as i thought it was to be brought in that contract workers (factory) has to receive equal pay to other workers employed by companys that were doing simular/same job. As i know some factorys that have said that it does not apply to them and are refusing to pay it. Any information please.
