How independent is the ecb

    All of this current stage of the crisis concentrates around creating an agreed fiscal contract in order for the ECB to come in purchase bonds at large scale.
    But what concerns me is this?
    Is it certain that the ecb will act if there is an agreement put in place by the member states on Friday?
    Or is this all just a handshake to democracy and the ECB will insist on markosys plans to come into effect before they act?
    Is the ECB the lackey of Germany?
    Now I'm sure it is not, because if it is we already have a dictatorship and surely that couldn't be right.
    Sorry about the question ,I'm sure Its a silly questiion

    I think the ECB wants measures to ensure the crisis won't occur again to be agreed before it steps in and breaks its own rules essentially.

    The ECB is very strongly influenced by the German tradition of central banking which is one of almost extreme independence from the State(s). The Germans have pushed very hard for a very long time to have the ECB as independent as possible from the EU States much to the chagrin of member States whose central banking traditions are, shall we say, more permissive of requests from the State.
