what does the 21 (soon 23)% VAT apply to?

Hi I thought that the higher VAT rate applied to "luxury" items and fuels, cigarettes and alcohol. But it seems to also apply to some essential household items such as toilet paper (not really a "luxury", is it?), wahsing powder, etc... Is there a rule there and where can I find a list please? Thanks

21% applies to all goods and services, except those chosen for lower rates of 13.5, 9 and 0%.
