speed camera vans - what way do they operate?

Hi All, Just passed a GoSafe speed camera van earlier today, and i may have been going a teensy bit too fast. Anyhow, as I was passing, I saw a person getting out from the drivers door. Does there need to be an operator in the back of the van to process the camera system data, or would the camera be operational anyway?
