Location services constant on -setting time zone

The icon in the status bar is always on. When I go into the system settings in the location services settings it says that "setting time zone" is currently using it. Anybody know if this is correct? iPhone 4 on meteor. Phone bought from apple store at launch so factory unlocked.

It's a bug. Disable it. 5.0.1 should have fixed this, but it seems not.
