Best Hospital in Galway for Prolapse disc Operation?

I have a friend who has a prolapse disc in his lower back.

He had an MRI and was told by the technician in the MRI centre that the scan results would be sent to his GP within the next three days.

But by the time he had driven home, his GP was on the phone to him to let him know the MRI centre had phoned her and told her he had a badly prolapsed disc which would need urgent attention.

His GP wrote to a consultant in Galway to make an appointment, but he then found out after phoning the consultants secretary to chase up the appointment (when he got no feedback after ten days) that the consultant opens his own mail and if he deemed him serious enough he would be contacted - she also said that the consultant is totally booked up anyway as far as she knew until at least February of next year.

This referral is on the public system as my friend is currently unemployed. He does however have private health insurance - with Quinn Direct as far as I know.
He is in a lot of pain at the moment, one of his legs goes very numb a lot of the time too and he gets very bad pins and needles in his foot and toes. I saw the MRI pics myself and though I'm no Doctor, you could clearly see the bulge of the bad disc pushing out and it looked pretty bad compared to all the other discs in the images.

Has anyone else had experience of this and how did you get it sorted? What would be the best hospital in Galway for disc/back operations?

Also, what are his options other than to wait in pain until February or later?
