In short, they don't, plumbers set their own rates

So theres no industry standard 1st/2nd/3rd/4th year and then a rate for a qualified plumber. I would of thought there was set rates they must be paid if they are working for someone.

Plumbers usually charge by the job for domestic applications and by the hour for contract or business applications. Reason being in maintenance contracts for example they are contracted to hospitals etc at certain rates.

For example first 50 hours at 0.50c per hour

    50 - 100 hours 0.45c per hour

I take it from you asking you have a problem with the price quoted and have then questioned the plumbers credentials to charge such a price. In the law of contract if a plumber offers you a price and you accept it then a contract is formed. If you fail to pay out the plumber can techanically sue you.

Although reality is quite often different..

    Why are you asking?

Thats not spot on. Thats the rate a plumber should be paid if working for someone. Most plumbers are working for themselves and paid per job. The best thing to do is simply get 3 quotes.
