    I'm almost certain that skype uses the media volume controls on the device.
    Make sure that the media volume is turned on.

    I know it's probably not the case but just check that the other person's mic is working.

    Had this problem recently - turned out the mic wasn't plugged in on the other end.

    SETTINGS -> SOUND -> VOLUME

    "Media" should be listed. Move the slider as needed.

    Like BearNecessities said initially, is it the mic of the other Skype user?
    Can they hear you, but you can't hear them?

    Other than that, you could try rebooting your phone, to see if that fixes it!! :)

    You should try using skype with another person/computer? If it works, it'll rule out a problem on your end.
