If you signed on and looked for work- means if you did everything they wanted from you- there will be no reason why you should not get back paid. Expect a big bundle of notes on your first payday in the post office....

    Social Welfare Office: Galway
    Social Welfare Payment: JSA.
    Application Date: 30th March 2010.
Date informed of means test appointment, if applicable*: 1 month later.
Date of means test appointment: 2 months after application.
Weeks from Application to Payment: Refused as failed Habitual Residence Condition.
Appealed negative decision. 1 month later appeals officer gave negative decision.
In total the process took 4 months and I got nothing.
I was also refused Supplementary Welfare Allowance from the Community Welfare Officer, 2 weeks later I received a negative decision as I failed the Habitual Residence Condition.
I appealed this also. 1 month later the appeals officer gave a negative decision.
So after 6 weeks of trying to get Supplementary Welfare Allowance I got nothing.

So how are you coping or getting by without even any help from the CWO to keep you going??

CWO is Community Welfare Officer usually based in your local Health-care Centre who deals with Supplementary Welfare Allowance Scheme and its' Sub-schemes such as Rent Supplement, and Mortgage Interest Supplement, which were formerly dealt with by the Health Service Executive but now under the direction of the Social Welfare People officially known as The Department of Social Protection. But, I think, you still go to the CWO usually in your local Health Centre. I hadn't personally known that the CWO is responsible for Mortgage Assistance but it appears they are.

SWA in full is Supplementary Welfare Allowance which is the group covering things like Rent Supplement and Mortgage Interest Supplement which the Community Welfare Officer takes care of.

Basic Supplementary Welfare Allowance, Urgent Needs Payments and Exceptional Needs Payments are also included in this group. To the best of my knowledge, - most people commonly availing of this provision are the Jobseeker's who are on the Waiting-List, and have sent off all the relevant paper-work, just waiting for their JB/JSA to be approved. When you receive your JB/JSA, reduced/agreed/more-manageable smaller amounts are paid back to the Community Welfare Officer to pay back what you owe to them when you are in receipt of your correct payment.

You can bring any individual case to the Community Welfare Officer which they will review and look into. An example would be a Bill needing to be paid immediately.

Hope this helps a little bit Gman21. You really need to STUDY the welfare.ie and citizensinformation.ie Websites to get to know all the terms etc. and learn about applying for everything.
