You apply in the following order:
    Pass theory test
    Do eye test
Apply for learner permit in motor tax office (€15 for 2 years, you need two passport photos signed at the back, proof of ID e.g. passport, birthcert, certificate of passing the theory test, and the eyesight report form from the eye test [the optician should give you this]). You can apply by post, or at your local motor tax office.

When your learner permit arrives, you can drive provided you are insured in the car you are driving (and it is taxed, NCT'd if appropriate etc.), and you are accompanied by a driver who has held their full car licence for 2 years or more.

You must take a minimum of 12 lessons under the new EDT scheme, and you cannot sit your driving test until you have held your learner permit for 6 months or more (but you can apply before 6 months, you just need to have it for more than 6 months on the day you actually sit the test).

Yes, you only need the 12 lessons to do the test, you can drive while accompanied while on your learner permit, without needing to have done any amount of lessons.

You can't drive on motorways, however, and you'll need to display L Plates while you are driving!

OP. A lot of people are getting mixed up about this. I have just been on the phone explaining to another person what has been explained to you above. I think the RSA radio ads are adding a little more confusion then normal.
