Issues with 4 pin ceiling lampholders

Looking for some advice please re. ceiling lampholders. New build completed just over two years ago and had to fit 4 pin ceiling lampholders. The issue I'm now having is that the lampholders are starting to 'blow' for want of a better word. Its almost as if theres a starter not kicking in - the bulb doesn't light fully but if I move it to a different room it's fine. I've changed a few already for standard bayonet bulb holders but am buggered if I'm going to change 20 odd more about the house.
Is there something causing the holder to go or have I just been sold a pup?

    Cheers,
    Mark
