Body jets not working properly

Attic conversion , bathroom set up shower head + shower hose + 4 body jets. All connected off a 3 bar pump downstairs.

Shower and hose working fine, body jets are not. Simply not strong enough to feel impact.

First plumber who was moved of the job did the plumbing for the shower.
He maintains the pipes used for the jets were 15 mm (can't easily check as it is alll tiled in now..) So we have 22 mm pipes going to 15 mm going to the jets.

What we have tried with 2nd plumber :
    - Moved pump upstairs
    - Increased the height of the cold water tank to the max
    - Changed pump to another 3 bar pump

None of the above made the difference required

I thought the fact that the jets are on a diverter valve ( with the shower hose ) could have impacted flow, however tested over the weekend with a bucket and flow from jets or hose is the same as flow from shower head.

I feel I have 2 choices at this stage :

    - Open up the tiles or a wall on the other side to check the pipes
    - Leave as is and forget about the jets, just to be reminded every morning about what could have been

The first option could become expensive and will be very messy with a danger of a decorative disaster, the 2nd option is giving up.

Is there anyone out there that could give some opinions on the set up as to whether there is any hope on fixing this by opening up the wall ?
What else could have gone wrong that the pressure out of the jets is poor. Any other thing we could try before wrecking my freshly built conversion ?

Please don't tell me that the plumber should have tested the jets before all was tiled over. I know that. He said he did. He is gone now.

    Thanks for any help
