    The Vatican instruction allowing Extraordinary Ministers of Holy Communion was issued in 1973. After that it would have been up to each bishop to decide whether to introduce them in his diocese, and when. This wouldn't necessarily have happened at the same time in every Irish diocese, but I seem to recall that we had them in Dublin by the late 1970s.
