    This doesn't exist.

Tar - the hard stuff - can only be 'dried' by heat, the evaporable components being ventilated out.

A tared chimney can be burned out however - if suitable.Talk to a professional chimney cleaner/sweeper, a heating engineer.

The presence of tar shows a bad fuel efficiency of the combustion and a bad firing practice, maybe wet fuel is to be blamed. Or an overdimensioned chimney, get professional advise.

The sooth (glans) can be burned out with DIY chemicals. Not the tar.
Tar has a to high combustion temperature for the amateur, damaging the chimney, causing a fire should be left to someone who is a professional and trained and insured.

There is no need to burn out the glans(shiney sooth), this can be swept as well.

Enviroment laws might prohibit the burning out method, talk to a professional.
