Where to get old manual lenses fixed?

    Does anyone know where in Dublin you would get an old manual lens fixed?
    I have an old tokina 80-200 f4 tokina 28mm f2.8 i'm going to use with a c/y adaptor, but the aperture ring on the 28 is stuck wide open.
    Would that be expensive to have it fixed?
    Or would i be better off trying to get reasonably cheap set of nd filters on ebay?
    I'm going to be using these for video on 5dmkii and 7d
