Mould on exterior paint

Noticed theres a bit of mould on the outside walls. Power hosed the worst of it off, but realised in places its under the paint. Not seen this before. Was just going to scrap it off and repaint. The walls are not overlooked by trees, and never had this before. It seems to be between the undercoat and outside coat. Perhaps…

The walls are not overlooked by trees, and never had this before. It seems to be between the undercoat and outside coat. Perhaps the last person didn't prepare the surface properly?
