    Is a verbal promise made on phone to repair a section of house a contract? Can the person who made the promise be held to it?

    As much as a written contract is yes. But there is a lot more to whether you have a valid contract than that i'm afraid.

    Is there consideration? Ie are you giving them something for doing the work.

    Yes it can and yes they can but it is completely dependent on a number of circumstances and legal requirements for a valid contract to be formed AND being able to prove them.
