Question about a repair

I've an Oris Artelier Skeleton, about 2/3 years old that's stopping running properly.

The second hand gets stuck at about the five to mark on the watch face. After about 5/6 seconds it moves on as normal for another revolution.

Any idea how much this would cost to get fixed? Is it not early for such a problem to develop?

It may be just the hand touching the glass,Its common for the hand to rise in one position cause by the pressure on the wheel and the sideplay of the pivot within the jewel.
A simple test for a watchmaker is to put the tiniest smear of oil on the highest point of the hand, put the movement back into the case.
If the hand leaves a smear of oil on the inside of the glass at that point then thats your answer;).
If its not the hand then its a meshing problem with the teeth of the centre second wheel.
