It's not too far from the city center, €10 taxi, max. there are lots of busses going that way, don't know the numbers.:(

Walk less than five minutes following these directions and get any 33 or 41 (41, 41b or 41c) bus. Ask the driver for the Regency Hotel and they'll tell you when to get off. I think it's about €1.65* and will take about 15 minutes depending on traffic. The timetable for the 41 and 33 show the the time that the bus leaves that stop (it's the start of the route).

A taxi will cost less than a tenner and there are always plenty waiting outside the front door of Busaras.

You can get the 16 or 16a across the road from the Regency and it will drop you about a five minute walk from Beaumont hospital. (directions)

Edit: * Dublin Bus only accept coins (no notes) and don't give change.

Come out of Busaras and follow the LUAS lines in the direction of O'Connell Street. This will bring you past the city termini for the 33, 41, 41b, 41c - all of which stop across the road from the Regency hotel.

The 747 'Airport' bus from outside Busaras goes right past the Regency (there is a stop opposite the hotel afaik) but it is an express type bus, so I'm not sure how often (or where) it stops en route (some express busses go direct, or have a few select stops.) Ask a Dublin Bus driver and they'll tell you the story (if they stop for you, that's by far the handiest option!)

Alternatively, you could walk/luas to O'Connell St (5 mins) and get a Northbound (ie a stop on the GPO side of the street) 16, 16a, 33, or 41 and they'll defo drop you outside. When you see Whitehall Garda Station on your left, give the bell a ding a ling and get off at the next stop. The Regency is on your right.
