Wont go into most of the countys as i dont know much about rugby there but in sligo the club in sligo town is now senior and that will really help with promoting the sport up there and players like Aaron Spring now with shannon will really help if used to get more people to play up there.
Rugby has always been strong in tipperary with the likes of Nenagh, senior since 2005, cashel promoted to senior for this season as well as clubs like kilfeacle, clanwilliam, thurles, clonmel who are all munster junior division 1 teams. They have always been strong enough clubs competing in the tipp competitions as well as being quite successful in the junior cup and challange cup. Nenagh are still afaik the most successful of the junior clubs in the junior cup(not including the clubs that became senior in the last 10-12 years)
